Vietnam’s new map, city by city

This sheet is not a travel story. It gathers what official sources say, and stops where they stop.

On 1 July 2025, Vietnam went from 63 provinces and cities to 34. The district tier was abolished nationwide. Most guides online still describe the previous organisation.

01What the reform did

Three levels existed: province, district, commune. The district is gone. Only the province or city remains, then the commune or the ward.

Commune-level units drop from 10,035 to 3,321 — a reduction of almost 67%. Provincial mergers were set by Resolution 202/2025/QH15; the internal division of each province by a separate National Assembly Standing Committee resolution, all dated 16 June 2025.

02What each destination became

• —Hanoi — its 30 districts are abolished. 126 units: 51 wards, 75 communes. Hoàn Kiếm district no longer exists.
• —Ho Chi Minh City — absorbs Bình Dương and Bà Rịa-Vũng Tàu. 168 units. One ward carries the name Sài Gòn again.
• —Đà Nẵng — absorbs the whole of Quảng Nam province. 94 units.
• —Hội An — no longer a town. Three wards of Đà Nẵng.
• —Huế — no longer a province. Sixth centrally governed city, since January 2025.
• —Nha Trang — no longer a city. Four wards. Khánh Hòa merges with Ninh Thuận.
• —Đà Lạt — Lâm Đồng absorbs Đắk Nông and Bình Thuận. The province reaches the sea.
• —Phú Quốc — no longer a city. Special zone of An Giang province.
• —Sa Pa — no longer a town. A ward of Lào Cai, whose capital moved to Yên Bái.
• —Ninh Bình — brings together Hà Nam, Nam Định and Ninh Bình.
• —Cần Thơ — brings together Cần Thơ, Sóc Trăng and Hậu Giang, in the Mekong Delta.
• —Cát Bà — special zone of Cát Hải. Hải Phòng absorbs Hải Dương.
• —Hạ Long and 10 others — the provinces that did NOT merge.

03What it changes for a traveller

Nothing has moved. The streets, beaches, temples and stations are where they were.

What changed are the names above them. A booking, ticket or insurance policy carrying the old address is still valid. A form filled in today expects the new one.

Booking platforms and mapping applications have not all followed. A dropdown that no longer offers your province is not broken.

04How to check it yourself

Each sheet linked above carries the number of the resolution that concerns it, with its link. The texts are published in English on the Vietnamese legal databases.

No Vietnamese government portal could be consulted directly: they refuse connections from abroad. The figures come from the published texts.

05What this sheet does not say

What the reform changes for residents, what it costs, what it aims at. Those are political questions, and this page does not answer them.

Nor where to sleep, where to eat, or what is worth the detour. Nobody here has been. This sheet says what can be checked, not what can be felt.
