Sa Pa is now a ward: what changed in 2025

Since July 2025, Sa Pa is a ward of Lào Cai province. Sa Pa district no longer exists, and the provincial capital has moved.

Sa Pa was a district capital. The district is gone, and so is Sa Pa as a town — it is now a ward.

01What changed

Lào Cai province merged with Yên Bái. The result keeps the name Lào Cai, but the administrative centre moves to Yên Bái, roughly 150 km from the former capital.

On 16 June 2025, Resolution 1673/NQ-UBTVQH15 reorganised the commune-level units of the new province.

The district tier was abolished nationwide: only two local levels remain, the commune and the ward.

02What Sa Pa has become

Sa Pa is now a ward (phường) of Lào Cai province. It absorbs places that were until then separate, notably Cầu Mây, Ô Quý Hồ and Phan Si Păng.

The new province has 99 commune-level units — 89 communes and 10 wards — against 152 before.

03What it changes in practice

An address reading “Sa Pa, Sa Pa district” names a tier that no longer exists. Paperwork that went through the provincial capital is now handled in Yên Bái.

On the ground the place names are unchanged. What changed is what they belong to.

04How to check it yourself

Resolution 1673/NQ-UBTVQH15 is published in English on thuvienphapluat.vn. It details the reorganisation of commune-level units in Lào Cai province.

05What moving the capital implies

The provincial administrative centre moves from Lào Cai city to Yên Bái. The two sit roughly 150 km apart.

For a visitor this changes almost nothing on the ground. For paperwork — a renewal, a declaration, a document to be stamped — it changes where it is handled.

06If your documents predate July 2025

A booking reading “Sa Pa, Sa Pa district, Lào Cai province” names a real place and a tier that is gone. It is still understood locally.

A form filled in today will no longer accept the district: it expects a ward, in a province whose boundaries changed.

07The principle behind the reform

Vietnam went from 63 provinces and cities to 34, and from 10,035 commune-level units to 3,321. The district tier was removed everywhere.

Lào Cai shows both movements at once: a merger of provinces, and the disappearance of the districts inside them.
