Huế is no longer a province, it is a city
Since 1 January 2025, Thừa Thiên Huế no longer exists. Huế became Vietnam’s sixth centrally governed city.

Huế’s change predates the big July 2025 reform, and it is of a different kind: the province did not merge, it became a city.
01What changed
On 30 November 2024 the National Assembly adopted Resolution 175/2024/QH15 by 458 votes out of 461. It establishes the city of Huế as a centrally governed city, covering the entire territory and population of the former Thừa Thiên Huế province.
The text took effect on 1 January 2025.
Huế joins Hanoi, Hải Phòng, Đà Nẵng, Ho Chi Minh City and Cần Thơ. It is the sixth.
02What the city covers
The city covers 4,947.11 km² with a population of 1,236,393 — the whole of the former province.
Resolution 1314/NQ-UBTVQH15, effective on the same date, sets its internal organisation.
03What it changes in practice
An address reading “Huế, Thừa Thiên Huế province” names a province that no longer exists. The form expects a city name.
The citadel, the imperial tombs and the Perfume River have not moved. The administrative name above them has.
04How to check it yourself
Resolution 175/2024/QH15 was adopted in open session on 30 November 2024, and its adoption is reported by the National Assembly’s own news outlets. Resolution 1314/NQ-UBTVQH15 sets its internal organisation.
05What the status means
A centrally governed city has no province above it: it answers to the government, at the same rank as a province.
Vietnam had five. Huế is the sixth, since 1 January 2025.
06Why this change differs from the others
The other 2025 changes are mergers: two or three provinces become one. Here, nothing merged.
The territory is unchanged — 4,947.11 km², 1,236,393 inhabitants. The status changed, and the name with it: Thừa Thiên Huế becomes Huế.
07If your documents predate 2025
An address reading “Thừa Thiên Huế province” names exactly the same territory. A form now expects a city name.
Nothing has moved: the citadel, the imperial tombs and the Perfume River are where they were.
