Ninh Bình tripled in size: what changed in 2025
Since 2025, Ninh Bình province brings together the former provinces of Hà Nam, Nam Định and Ninh Bình. Tràng An and Bái Đính did not move; their address did.

Three provinces became one. It carries the name Ninh Bình, but it no longer covers the same ground.
01What changed
Resolution 202/2025/QH15 merges the provinces of Hà Nam, Nam Định and Ninh Bình into one, which keeps the name Ninh Bình.
The reform takes the country from 63 provinces and cities to 34. The Party organisation of the new province was established on 1 July 2025.
The district tier was abolished nationwide: only the commune and the ward remain.
02What it changes in practice
Tràng An, Tam Cốc and Bái Đính have not moved. What they belong to has.
An address naming Nam Định province or Hà Nam province refers to territory that still exists, in a province that no longer exists under that name.
Paperwork that went through Nam Định or Phủ Lý now goes through the new province.
03How to check it yourself
Resolution 202/2025/QH15 sets the list of the 34 provinces and cities and the name of each. Standing Committee resolutions, numbered roughly 1650 to 1690, then detail each province unit by unit.
04What the new province covers
Three former provinces are joined: Hà Nam, Nam Định and Ninh Bình. The whole keeps the name Ninh Bình.
That places under one administration sites that answered to three separate authorities: the Tràng An complex, Phát Diệm cathedral, and the former capitals of Phủ Lý and Nam Định.
05If your documents predate July 2025
An address naming Nam Định or Hà Nam province is still understood locally. An administrative form now expects Ninh Bình.
An earlier booking or ticket remains valid: nothing has changed position.
06The principle behind the reform
The district tier was abolished nationwide. Only the province remains, then the commune or the ward. Commune-level units drop from 10,035 to 3,321.
Ninh Bình is one of the provinces born of a three-way merger, less common than a two-way one.
